KZN Gaming Act coverage that keeps your licence secure
Provincial licence conditions and national duties tracked as one working set, with owners, renewal dates and the evidence the Board expects at inspection.
Compliance at a glance
What the KZN Act requires
Licence register by category and premises
Every licence held under the provincial Act, with conditions, holders and renewal dates tracked as obligations rather than stored as documents.
Key person changes caught in time
Persons with an interest or in key positions registered with approvals and change-of-control notifications, so the trigger fires when the change happens.
Responsible gambling evidenced per site
Age verification, exclusion checks, signage and staff training captured as controls with results per premises, not as policies at head office.
Provincial and national in one view
Where a duty exists in both regimes, the control is recorded once and credited to each. Genuine divergences are flagged rather than quietly merged.
KZN Gaming compliance, covered by default
The foundational parts of provincial gaming compliance are built in, including licence management, probity tracking, responsible gambling evidence and Board reporting, with the national obligations mapped alongside rather than managed separately.
Provincial licence register
Every licence held under the KZN Act, by category and premises, with conditions, holders and renewal dates tracked as obligations rather than stored as documents.
Suitability and key persons tracker
Persons with a financial interest or in a key position registered with approvals, employment licences and change-of-control notification tracking.
Dual-regime obligation mapping
Provincial and national duties mapped side by side, so shared controls are credited to both and genuine divergences are visible rather than assumed away.
Equipment approval register
Gambling equipment approvals, configuration changes, maintenance schedules and fault logs held per premises with authorisation trails.
Board reporting calendar
Returns and reports the KZN Gaming and Betting Board requires, tracked with owners, formats and submission evidence.

How Dimeri covers KZN Gaming
Provincial and national in one view
Where a duty exists in both regimes, the control is recorded once and credited to each. Where they diverge, the difference is visible rather than quietly resolved in favour of whichever was remembered.
Licence conditions with owners
Provincial licence conditions operate across operations, finance and marketing. Held as obligations with owners and dates, they are met; held as a licence document, they surface at inspection.
Key person changes notified in time
Changes in ownership, control or key positions generally require notification or approval. Tracking the key persons register means the trigger is caught when the change happens rather than at renewal.
KZN Gaming questions
Do we need both a national and a provincial licence?
Gambling is a concurrent competence. The National Gambling Act sets uniform norms and standards and provides for certain national registrations, while operating licences for most activities are issued by the provincial licensing authority, in KwaZulu-Natal the KZN Gaming and Betting Board. What you need depends on the activity, so confirm it with the Board and your gambling law advisers.
What licence categories does the provincial Act cover?
The Act provides for the range of gambling and betting activities conducted in the province, including casino operations, bookmaking, totalisator betting, bingo and limited payout machine sites, together with employment licences for people working in the industry and licences relating to gambling equipment. The exact categories and their requirements should be confirmed with the Board.
What happens when shareholding changes?
Suitability and probity apply on a continuing basis, so changes in ownership, control or key positions generally trigger a notification or approval requirement. The thresholds and procedure are set by the provincial Act and the licence conditions, and failing to notify is treated as an integrity matter rather than an administrative oversight.
Does this cover the gaming tax?
No. Taxes and levies on gaming and betting in the province are dealt with under the KwaZulu-Natal Gaming and Betting Tax Act 9 of 2010, which has its own returns and payment dates. Dimeri holds that as a separate obligation set.
Is this a substitute for legal advice?
No. Provincial gambling regulation is detailed, licence specific and subject to amendment, and the ultimate sanction is the licence. Your gambling law advisers and the KZN Gaming and Betting Board should confirm what applies to your operation.
